Meta-Intercontinental: eXchange

    The Meta-Intercontinental: eXchange (M-I:X) is a supranational metahuman law enforcement and intelligence agency established by the United European Empire (UEE) in 6193, during the fragile recovery period following the Great Reset. Originally conceived as a rotational peacekeeping unit of ten Gifted representatives, each drawn from a different member nation, M-I:X was created to address the sudden and destabilizing emergence of meta-mutants across Europe. Its formation marked a decisive shift away from conventional military responses toward adaptive, meta-mutant-inclusive enforcement.

    The catalyst for its evolution came after the failure of early non-Gifted intervention units, most notably in the confrontation with the meta-mutant known as Fusion Burn. This incident exposed the inadequacy of traditional weaponry against enhanced individuals and led directly to the inclusion of Gifted operatives within official enforcement structures. However, the true conditions that allowed M-I:X to exist in a sustainable, unified form were set years earlier by the intervention of Merlyn Prime.

    In 6187, at a time when the European Union was fragmented, resource-depleted, and increasingly incapable of managing meta-mutant threats, Merlyn Prime appeared before its leadership with a conditional offer: the full restoration of Europe's ecological and geological stability following the Long Winter, in exchange for total political unification. This ultimatum forced the consolidation of European nations into a single governing body—the United European Empire. Without this enforced unification, M-I:X would have remained a limited, ineffective regional task force. With it, the organization gained the centralized authority, funding, and jurisdiction necessary to operate at scale.

    Merlyn Prime's influence extended beyond political restructuring into the foundational design of M-I:X itself. Two non-negotiable conditions were imposed. First, the entity known as Princeps Rex would hold permanent membership within the organization, ensuring that M-I:X would never function as a purely bureaucratic institution but would instead retain a living connection to the cultural, metaphysical, and territorial "spirit" of the Empire. Second, the organization would be headquartered within a non-human diplomatic zone. This requirement led to the placement of M-I:X within the Avian Accord Embassy (Starroost) in Suchowola, a sovereign enclave belonging to the extraterrestrial Shi'tha'nar'ians species. This location provides legal insulation from internal political interference and prevents any single nation from exerting undue control over the agency.

    Structurally, M-I:X operates on a rotational membership model, with ten Gifted individuals serving fixed ten-year terms, subject to approval by the UEE governing council. This system balances representation, accountability, and adaptability while maintaining continuity through the permanent presence of Princeps Rex.

    Following World War III (6190–6201), M-I:X underwent a significant transformation. Rather than dissolving, it evolved into a globally recognized investigative and enforcement body, functionally analogous to an intercontinental metahuman equivalent of Interpol. Its responsibilities expanded to include transnational criminal tracking, counter-terrorism operations, extradition coordination, and the enforcement of emerging international laws governing meta-mutant activity. While backed by the UEE, its authority is acknowledged, sometimes reluctantly, by other global powers, placing it at the center of an increasingly complex geopolitical landscape.

    This expanded role frequently brings M-I:X into tension with independent organizations such as The T.I.T.A.N.S., whose crisis-response approach often bypasses legal frameworks in favor of immediate intervention. Where The T.I.T.A.N.S. act, M-I:X investigates, regulates, and prosecutes.

    In the modern era, M-I:X represents the formal institutionalization of meta-mutant oversight. It is not merely a law enforcement body, but a system designed to regulate power in a world where individual capabilities can rival or surpass those of nation-states. Through its origin, structure, and continued operation, it reflects the lasting influence of Merlyn Prime, not as a direct ruler, but as the architect of the conditions that made such an organization both necessary and possible.
